JOB DESCRIPTION

General features of the job

  • The Senior economic officer primarily focuses on improving the bilateral business relations between Vietnam and The Netherlands, with a specific focus on south Vietnam and primarily in the sectors of water, climate, logistics and maritime.
  • The Senior economic officer spots and communicates about business opportunities for Dutch companies and investors, facilitating market entry.
  • The Senior economic officer is active in maintaining and expanding the business network and promoting Dutch business interest, taking into account responsible business conduct and the contribution to the SDG’s. The Senior economic officer supports project identification and preparation.
  • The Senior economic officer is aware of the Dutch policy objectives in Vietnam, contributes to their formulation, adopts a proactive approach, anticipates, takes initiative to implement projects and activities using RVO and MFA instruments and is results based and knowledgeable.
  • The Senior Economic Officer reports directly to the Consul General who is Head of the Policy Section and Economic Affairs at the Consulate General in Ho Chi Minh City and works in the economic team in HCMC and in water and logistics sectors teams of Embassy and CG.

Possible duties

1. Content:

  • The Senior Economic Officer is tasked to monitor, analyse and provide information on relevant business and knowledge developments in the South of Vietnam (specifically in Water, Climate, Maritime and Logistics and as a posteriority in Creative Industry and ICT). The officer translates information into concrete business leads, project leads or PPP’s between Netherlands and Vietnamese business.
  • The officer is responsible for initiating, organizing and contributing to business development activities (workshops, webinars, incoming missions, etc.) that support the Dutch business interests in the south of Vietnam.
  • The officer takes the initiative to use the available instruments available from RVO and MFA in The Hague to bring Dutch policy objectives into practice.
  • Drafting briefing notes, speeches, analyses, strategy papers and content for external communications, trade missions and other events such as networking and seminars.
  •  Providing input and dossiers for briefings and speeches for the Consul General and high incoming visitors such as ambassador or ministers.
  • The officer will handle trade requests from individual Dutch companies, solve trouble-shooting cases and arrange matchmaking between NL and VN business.
  • Cooperate with relevant Dutch and Vietnamese parties, in the business, academic and public sectors, at national and regional levels with a focus on supporting the Dutch policy agenda in south Vietnam.

2. Awareness:

  • Taking the initiative and being responsible for building and maintaining a relevant network regarding business development and PPP development in the South of Vietnam: the officer will build a relevant network within the South of Vietnam involving all relevant businesses, local governments and knowledge institutes.
  • Cooperate with (Top Sectors on Water, Logistics, Maritime, etc.), and with other relevant parties such as Dutch embassies, Dutch Ministries, RVO, NWP, Invest International, NL in Business, DBAV, NL Works and the Delta Team.
  • Spotting business leads for Dutch business by proactive business development: The officer pro-actively looks for business opportunities for Dutch businesses, by structured business development (attending networking events, arranging meet-ups to build contacts in the fields, keeping an open antenna and going out into the “field”). The officer will communicate these leads to the relevant parties via different communication channels.

3. Processes & Procedures:

  • The Senior Economic Officer is expected to be organized in the work, especially in project management in order to execute and fulfil her tasks in a timely manner.
  • The officer will be involved in planning of processes related to events and incoming or outgoing visits of the Consulate-General and the Embassy in her assigned sectors. The officer is expected to be aware of the requirements for good and timely process planning and to execute these in an effective and inclusive manner.
  • The officer sets clear priorities focusing on Water, Logistics, maritime and climate.
  • The officer needs to be familiar with and facilitate the use of Dutch government instruments in relation to project development and implementation.
  • The officer keeps regular records of relevant activities into Achilles and works effectively with 247 sharepoint and is key-user for 247 for the CG.
  • Understands and implements the standard procedures in carrying out missions and activities.
  • Provide the manager and the team with timely and proper planning proposals for incoming missions, outgoing trips and events.

4. Knowledge

  • The Senior Economic Officer should have a firm knowledge on the assigned sectors in order to contribute to studies and advise on the relevant policy, based on the study of news, literature and reports.
  • The officer must interpret and analyse the collected information independently to provide advice when necessary.
  • Contribute to and share knowledge with the other team members. Work closely with the CG and embassy team members and involve them pro-actively where relevant.
  • Be aware of and help implement Multi Annual Country Strategy and the Policy Yearplan of Embassy/CG and other relevant Policy Guidelines in the daily work.

JOB REQUIREMENTS

Knowledge

  • Knowledge of Vietnamese ministerial policy and economy
  • Knowledge of one or more priority sectors (water, logistics, climate adaptation, maritime) and developments
  • Business development knowledge
  • Basic knowledge of Dutch policy goals and activities in Vietnam.
  • Excellent command of Vietnamese and good command of English both spoken and written
  • BA/MA diploma in a relevant field from a recognized university, and relevant working experience.

Skills

JOB DESCRIPTION

The Agricultural Network (LAN) represents the Ministry of Agriculture, Nature and Food quality (LNV) in the areas of Agriculture and Nature in the operational district and to this end maintains intensive contacts with the local authorities, Dutch and local businesses and civil-society organizations. They form an integral part of the diplomatic network in Viet Nam. They make an essential contribution to strengthening the international position of the Netherlands in the areas of Agriculture and Nature by means of:

  • Supporting the policy of the main department of LNV;
  • Providing business services to the Dutch agribusiness sector;
  • Bilateral and multilateral cooperation.

The Agricultural Network makes a contribution to strengthening of the goals as set in the UN Sustainable Development Goals (SDG), in particular contributing to food security and to fighting climate change, as well as contributing on the international implementation of the Netherlands (LNV) strategy towards a more sustainable and circular agriculture. The Netherlands can contribute to these Goals and this strategy by the use of its excellent knowledge and technology (including starting materials) base. This is intertwined with promoting trade, attracting investments and negotiating market access for Dutch agriproducts with the authorities in the country of representation, a prominent aspect of the job.

The Agricultural Network adopts a proactive approach, seeking out opportunities for Dutch agribusiness and establishing direct contact with the relevant players via newsletters, www.agroberichtenbuitenland.nl, social media and website of the embassy and Consulate General.

General features of the job

  • Posted at the Consulate General (CG) in Ho Chi Minh City with primary working area in the South of Viet Nam, related to the geographical responsibility of the CG
  • Is primarily responsible for information gathering and provision in case of preparation of trade missions and import/export related activities. Collects, identifies, analyses, interprets and reports on information and developments in one or more LNV domains that are of importance for the development of LNV policy.
  • Identifies bottlenecks in trade transactions and contributes to solutions;
  • Has an understanding of the local political/administrative environment, establishes and maintains network contacts for carrying out the above tasks;
  • Enters activities into Achilles (the trade and investments leads database of the Netherlands international trade network);
  • Makes up drafts for Agroberichtenbuitenland.nl and other media channels;
  • Reports directly to the Agricultural Counsellor who carries final responsibility

Actual duties

  • Contributes to the planning, organization and evaluation of bilateral partnership projects in relation to nature, water, environment and sustainable development;
  • Is responsible for the preparation, planning, support and guidance of Dutch trade missions and other promotional activities, such as participation in fairs and exhibitions, representing LNV interests and policy.
  • Identifies bottlenecks and makes a contribution to solutions, but also is able to identify new opportunities for the Dutch business, knowledge and technology community;
  • Establishes and maintains contacts with relevant parties and holds discussions with organizations for the preparation and carrying out of missions and enabling trade transactions to proceed effectively.
  • Is responsible for gathering information on the relevant area of operation by studying relevant policy letters, literature and reports, contributing to research and advising on the relevant policy, including the independent interpretation and analysis of the data collected.
  • Coordinating trade request from Dutch companies: he or she will coordinate the handling of trade request from individual companies, will solve complex troubleshooting cases and arrange matchmaking between NL and VN business development, her or she pro-actively looks for business opportunities for Dutch business, by structured and strategic business development.

JOB REQUIREMENTS

  • Level of education: At least educated to a higher professional graduate level
  • Level of experience: A minimum of 5 years of experience required

Knowledge

  • General knowledge and understanding of agriculture, forestry, nature and fisheries policy, legislation and regulations, government structure and agribusiness: general knowledge and understanding of current developments in policy domains, society and trading position of the country of representation;
  • In-depth knowledge of Vietnamese ministerial policy and economy;
  • Good verbal and written command of Vietnamese and English;
  • An appropriate network of contact in relevant fields is a plus;
  • A command of the Dutch language is desirable. Familiarity with and ability to adapt to Dutch culture and customs.
