Abstract:
While there is long interest in the impact of corruption, the research on determinants of corruption is still less, especially the effect of human development on corruption. This research examines the impact of human development on corruption at the provincial level of 63 provinces in Vietnam for the period 2011–2020. Corruption is measured using two alternative indicators: The Control of Corruption from Provincial Governance Public Administration Performance Index (PAPI) and the Informal Charges from the Provincial Competitiveness Index (PCI). Human development is measured using income per capita, literacy ratio, and training ratio. The spatial panel techniques are used to handle possible spatial dependencies with contiguity and distance–based weight matrices. The results show that income per capita has a strong effect on reducing corruption in the case of Control of Corruption; however, it increases the corruption in the case of Informal Charge. Education
overall has the effect of reducing corruption, though small. Spatial effects are also confirmed for both indicators of corruption, though with different specifications. This research contributes to the field of empirical study on determinants of corruption with up–to–date data for the context of Vietnam and using spatial econometrics approach for analysis.
