Abstract:
Export processing zones (EPZs) and industrial parks (IZs) of Ho Chi Minh City (HCMC) were established with the mission of attracting foreign investment, promoting export activities, and creating a premise for the integration of the Vietnamese economy with the rest of the world. However, the process of urbanization in parallel with the development of export processing zones and industrial parks has made the role of export processing zones and industrial parks vaguely represented. Beside many benefits that EPZs and IPs may have brought, many people still think that the image of export processing zones and industrial parks is disheveled, unsanitary, environmentally polluted, and not beneficial to the economy. Also, many previous studies have shown mixed evidence of the spillover effect from foreign investment. However, few studies has focused on the spillover effect of foreign investment in EPZs and IPs in HCMC. This study contributes counter-arguments by demonstrating spillover effects in projects in EPZs and IPs in HCMC. With the data provided by Ho Chi Minh city Export Processing and Industrial Zones Authority (HEPZA), the results show that there is not enough evidence to justify that spillover effect exists for HCMC EPZs and IPs.
